Ma'ruf and Munkar
Ma'ruf is an action that is considered good in the Qur'an or in the eyes of the people of reason, which is considered to be necessary and whose presence is better than its absence. In shorter words, anything that is considered good by our religion and reason is called ma'ruf. Anything that is considered ugly and bad by Islam and reason is called munkar.
The Virtue of Commanding Good and Forbidding Evil
The ruling of enjoining good and forbidding evil is stated in the 104th verse of the Surah Al-Imran as follows.

"And let there be among you a Ummah who lead the way, call to good, enjoin what is good and forbid what is evil. It is they who will find Salvation."
This verse states that it is obligatory to enjoin good and forbid evil. Because "let it be" is a command. The implication of the command implies wujūb.
The verse also indicates that this duty is not an obligatory duty, but an obligatory duty. This is because the verse says, "Let some of you fulfill this duty." This means that if there are those in a community who fulfill this duty, the others are relieved of this responsibility. If there is no one to fulfill this duty, they are all responsible.
